§ 27-127. General service rate schedule.

  • (a)

    Generally . The rate schedule set forth in this section shall be applicable to electric service at a single metering point throughout the entire territory served by the city for all service other than residential service or service for customers owning generation of 5,000 Kw or larger that is operated in parallel with the city's electrical system.

    (b)

    Monthly rate. The monthly rate shall be computed on demand, and the energy charge shall be as follows:

    The minimum account fee shall be $5.95, including the energy cost adjustment.

    (c)

    Demand charge. The billing demand shall be the maximum kw measured during any consecutive 15-minute interval during the current billing period, but shall not be less than the highest consecutive 15-minute kw established during the preceding 11 months. A demand meter shall be installed at the option of the city when the customer's monthly energy consumption exceeds 5,500 kwh, or when the customer's requested service or connected load exceeds 30 kw.

    (d)

    Power factor. All customers incurring a demand charge under subsection (c) of this section will be expected to maintain a power factor of nine-tenths or above. Periodic power factor checks may be made at the option of the city. Customers found to have a power factor deficiency as measured at the time of the monthly system peak on a 15-minute demand interval basis, will be required to correct their power factor within a reasonable time or be subject to the following penalty. Customers with a power factor below nine-tenths will receive a bill adjustment calculated by the following formula:

    (e)

    Deposits to ensure payment of service charges. At the discretion of the city, a deposit may be required at the time of a service request, which shall be equivalent to the estimated charge for four months of service. The city will return such deposits after termination of service or upon request by customer after two years of timely bill payments. Refunds not claimed will be transferred to the Louisiana Unclaimed Property Division as governed by the Louisiana Uniform Unclaimed Property Act of 1997, La. R.S. 9:151 et seq.

    (f)

    Energy cost adjustment. Each customer's billing will be adjusted using an energy cost adjustment (ECA) calculated as follows:

    ECA = Total cost of all energy purchased/(Net kWh generated and purchased) × (1 - annual loss rate)
