§ 23-26. Permits required; emergency work excepted.

  • It shall be unlawful for any person or owners of utilities, private or public, to make any excavation or opening in any street, alley, sidewalk, banquette, boulevard or planting space within the city without first obtaining a permit from the public works director to make the cut or excavation. If emergency repairs are necessary to restore or maintain service by a public utility, the utility making the emergency repairs need not obtain a permit in advance of performing the necessary work, but shall comply with all other applicable provisions of this article; however, the permit shall be obtained at the first reasonable opportunity after the repairs are commenced.
