§ 17-1. Use of premises so as to constitute nuisance.

  • It shall be unlawful for any person owning, occupying or in possession of any property, establishment or premises situated within the city to maintain such property, establishment or premises in such a condition so as to be detrimental to or impair the health of any of the inhabitants of the city or to allow any offensive odor or vapor to be exhaled therefrom, and any property, establishment or premises maintained in such a manner is declared to be a nuisance.
